Arguably the best text adventures were from Infocom. Not only were they well-written, but their parsers understood complex commands (e.g. “get up and turn off the light and answer the phone”), whereas most other text parsers only understood two-word commands. Look up Infocom on the Internet and see what you can find, start on Wikipedia. HTH

Almost any language will do. Java, Pascal, Delphi, C, C++ and any other language I know can input and output from and too the command line. You also want good string editing capabilities, but any language has that.
I would suggest you choose whatever you are familiair with, and if you have no programming experience at all, start with Java or Pascal. Their both fine languages to learn programming with (although Pascal is a bit old fashioned).
