It is so annoying. My little cousin “accedentely downloaded” personal antivirus.. and i un installed it, and since then it seems to block nearly every website i go too.

Personal Antivirus is actually a FAKE antivirus designed to look like AVG. Its actually spyware itself…
To remove it go to http://www.malwarebytes.org/ and download the Free version, run an update, then scan your computer with this tool. It will detect and remove PAV.
Even if you delete the files like the last poster suggested you are not completely removing it from your machine. There are other hidden files, processes, and registry keys.

First of all, make sure you removed all Personal Antivirus files.Full list of its files can be found here:
http://www.2-spyware.com/remove-personal-antivirus.html
Then download ComboFix and scan your PC.
http://www.forospyware.com/sUBs/ComboFix.exe
Note: reaname ComboFix.exe to Combo-Fix.exe before running it. Then just follow the prompts.
